The given bill is prepared for realization the Head of the state assignment, sounded in the Message to people of Kazakhstan from February, 28th, 2007 " New Kazakhstan in the New world ", about necessity to generate effective legislative base for reasonable use of our natural resources and solving of problems of environmental contamination, uncontrolled import of the out-of-date and "dirty" technologies, inefficient use of renewable resources.

The purpose of the bill acceptance is stimulation of use RES for decreasing power consumption of economy and electric and for thermal energy generate sector influence on an environment, including decrease in emissions of hotbed gases within the limits of realization sustainable development of RK issues, posed in the Concept of RK change-over to sustainable development for 2007-2024.

The given bill is now on the coordination in RK Government and it is planned to direct it for acceptance to RK Parliament in the coming autumn.

Acceptance of the bill will give "green light" to attraction of investments for realization of projects for generate electric and thermal energy with using RES to Kazakhstan and will promote the decision of existing problems in energy sector of our Republic. Namely - introduction of new power capacities in regions with deficiency of the electric power that is especially actual for Kazakhstan in conditions of approaching deficiency of the electric power, and also necessity of reduction of power negative influence on an environment.

Acceptance and realization of the bill will promote:

- Legislative settlement of the RES use mechanism for generate electric and thermal energy for the generating  and supplying organizations and consumers of electric energy;

- Involving RES in the competitive market of the electric power;

- Attraction of investments into RES development for generating electric and thermal energy;

- Development of new technologies and an industry, small and average business in the field of renewable energy;

- Reduction of use of organic fuel for energy generating, reduction of power consumption of economy, reduction of negative impact of power sector on an environment and decreasing emissions of hotbed gases;

For support of RES use in Kazakhstan offering the complex of measures for creation of favorable conditions for investment of RES projects, conditions for integration RES into a power system and the market electric and thermal energy.

In particular, granting investment preferences for RES projects, priority uses of electric energy in the market of energy, priority in transfer of electric energy in networks, and also RES supporting through the system of RES certificates with administration of this system from the state is anticipated.

This system allows the State to regulate process of RES using, considering priority of using of it in distant and unprofitable regions, secure competitive approach in defining projects with the best technical and economic indices, guarantee the necessary income for various kinds of renewable energy, at the same time, to exclude superprofit because of increasing of market prices for the electric power and, to provide the minimal influence of the electric power on the market, to lower dependence of the electric power cost on cost of fuel.
